Assessing demand for management and development of Red River Delta biosphere reserve through practical surveys at provincial, district and communal levels is greatly essential, via which proposals to make long-term plans for natural resources management and community-based cultural development in the reserve will be carried out more effectively and adequately.
A study delegation led by Mr. Nguyen Viet Cach, Head of the
Secretariat together with advisory boards of MCD and MAB worked with authorities
of three provinces in the Red River Delta biosphere reserve on May 26-28, 2010.
Via seminars and discussions, the working group found that
local people and cadres have not yet had full access to information and
propaganda on the Red River Delta biosphere reserve. As many as 96 percent of
asked people said they know about the Red River Delta biosphere reserve but
only 45 percent of them had full knowledge about values of the reserve.

Traditional mass media has not yet effectively helped
disseminate information about the Red River Delta biosphere reserve, which is
mainly attributed to people’s current neglect.
Although radio broadcasting is covered in all localities
ranging from communal level to provincial level, it only ranks the third after
televisions and the press in terms of disseminating information about the Red
River Delta biosphere reserve to local people and cadres. Therefore, more
investment and attention should be paid to radio broadcasting as well as a
network of specialized and well-trained coordinators should be built to boost
propaganda of full information about the Red River Delta biosphere reserve to
all layers of people in the area.
The Red River Delta biosphere reserve’s management board
together with MAB and MCD has held many seminars and meetings to share
experience drawn from other world biosphere reserves in
Vietnam in effectively using their
international tiles to attract investment and boost local socioeconomic
development. However, the lack of knowledge about the definition of world
biosphere reserve in general and the Red River Delta biosphere reserve in
particular among the community has partially discouraged attention by
concerning parties to this international tile. Via seminars and meetings, local
people and cadres have realized potential benefits could be brought in by the
title of world biosphere reserve for three localities in the area and they are
aware of their important role and obligations in preserving and upholding
values of the Red River Delta biosphere reserve. Via the study, the important
role of the Red River Delta biosphere reserve’s management board currently led
by the People’s Committee of Nam Dinh Province has been recognized and been
proven efficiency. The result is attributed to smooth coordination among
different levels of these three provinces to effectively carry out synchronic action
programs mapped out by the advisory board. The leadership of the Xuan Thuy
National Park’s management board, which is concurrently head of the secretariat
of the Red River Delta biosphere reserve, is of great importance in regulating
concerning parties as well as making full propaganda on requirements related to
information, procedures and technical to localities in order to ensure unity in
ways of organizing activities in these three provinces as part of the study. In
addition to positive results, weaknesses including inadequacy in
inter-provincial regulation has been detected and needs improving via
continuing to carry out other activities drawn out by the Red River Delta
biosphere reserve’s management board.
